Public Meeting – Regional Coordinators Meeting

The Office of Community Development will hold a meeting on Wednesday, March 6, 2019, at 10 am.

The purpose of this meeting will be for the Regional Coordinators of the Community Development Revenue Sharing Advisory Committee (CDRS) to review funding recommendations made by the CDRS subcommittees for the 2019 Community Development Block Grant, HOME Investment Partnerships and Emergency Solutions Grant programs.

The Regional Coordinators will review and recommend funding levels for activities to be considered by the full CDRS.  Other grant-related funding issues may also be addressed.

This meeting is open to the public, which may comment during the open portion of the meeting. This meeting will be held in Conference Room 82, at the Morris County Non-Profit Mall, 1 Medical Drive, Morris Plains, New Jersey.  For further information, please call 973-285-6060.

Public Meeting – FY 2019 Annual Action Plan

Please be advised that the Department of Human Services, Division of Community & Behavioral Health, Office of Community Development, will hold a Public Meeting at 5 p.m. on February 25, 2019, to receive public input on the 2019 Annual Action Plan for Fiscal Year.

The meeting will be held in Room 82 at 1 Medical Drive, Suite 100, Morris Plains, NJ 07950.  The location is accessible to persons with disabilities.

The purpose of the meeting is to:

  1. Receive input on the needs of the County  that can be addressed with CDBG, HOME and ESG funds;
  2. Review performance of the CDBG, HOME and ESG programs.

A Community Development Revenue Sharing Advisory Meeting (CDRS) will be held a Public Hearing following the Public Meeting at 5:30 PM.  Formal action will be taken at this meeting:

  1. Formal vote on the Substantial Amendment by the CDRS Committee.

The Substantial Amendment will make changes to the HOME funding in prior years and allocate the additional funding available through the HOME Program to two new projects.

HOME funds are available from:

  • FY 2016 – Cancel Community Hope project $250,000
  • FY 2018 – Program Income received $39,427 and $252,605 in funds unallocated in first round of funding

HOME Funding Presentation on November 27

We will conduct presentations for the 2nd Round of HOME funding due to an increase in Program Year 2018 HOME funds and available HOME funds from prior years in the amount of $542,032.00 on November 27, 2018 between 10 and 12 pm in Conference Room 81 located in the Morris County Non-Profit Mall, 1 Medical Drive, Suite 100, Morris Plains, New Jersey.  The application process closed on October 31, 2018 per Legal Notice published in the Daily Record on Monday, October 1, 2018.

Formal voting by members of the Housing Subcommittee of the Community Development Revenue Sharing Advisory Committee (CDRS) will occur in order to rank the applications that will be presented during this meeting.

Orientation Meetings/Public Hearing & CDRS on November 20

Please note: Originally scheduled for November 15. Has been moved to November 20.

Please be advised that the Department of Human Services, Division of Community & Behavioral Health Services, Office of Community Development will conduct a mandatory day and evening Orientation Meetings/Public Hearing for potential applications applying for the 2019 grant cycle on Tuesday, November 20, 2018. Both orientation meetings will be conducted in Room 81, 1 Medical Drive, Suite 100, Morris Plains, New Jersey 07950. The location is fully accessible to persons with disabilities.

It is imperative that each potential application attend a session relative to application submission due to new regulations promulgated by the Department of Housing and Urban Development (HUD) which resulted in revisions to the previous applications. Technical assistance will be provided to all applicants.

Substantial Amendment, Emergency Solutions Grant (ESG) Program

2017 CAPER Drafts Up for Comment

A draft of the County of Morris Consolidated Annual Performance Evaluation Report (CAPER) for the period July 1, 2017 through June 30, 2018 is now available for public inspection.  This report covers the Community Development Block Grant, HOME Investment Partnerships and Emergency Solutions Grant Program activities administered by the County. This report contains information including: 1) Summary of the resources and accomplishments, 2) Status of actions taken during the year to implement the goals outlined in the Consolidated Plan, and 3) evaluation of the progress made during the year in addressing identified priority needs and objectives.

Public Hearing/CDRS Meeting on June 28

Please be advised that there will be a Public Hearing/CDRS Meeting on Thursday, June 28, 2018 at 5:30 PM.   This meeting is required in order to fulfill HUD requirements regarding our 2018 Annual Action Plan as well as ascertaining information to prepare the Morris County Community Development Five Year Consolidated Plan.  Comments and/or questions will be entertained at this meeting.

The meeting will be held at the Morris County Non-Profit Mall, 1 Medical Drive, Morris Plains, NJ 07950 in Conference Room 82.   Parking will be available on the right end of the building in order to access Conference Room 82 directly.

The public is invited to comment on the reallocation of HOME funds from a canceled FY 2013 HOME project located on Henry Street, Township of Parsippany, in the amount of $262,903 and program income funds in the amount of $2,500, to be used to increase the allocations to:

  • Homeless Solutions $59,701.50 for 24 Walnut Street for two (2) two-bedroom homes for persons with special needs.
  • Habitat for Humanity $59,701.50 for four (4) single family homes on Harding Ave., Dover
  • Nouvelle, LLC – $146,000 – for a new group home located in Jefferson Township

Substantial Amendment – CDBG Program, HOME Program

The public is invited to comment on the reallocation of CDBG funds to create three new activities using funds from completed activities and other unallocated funds. These activities are:

  • Borough of Butler — Hasbrouck Ave Water Main Replacement, $80,000
  • Borough of Wharton- Oxford/Cambridge Street Improvements, $80,000
  • South Street Development Corporation – Bathroom Renovations in Community Center, $50,000
