May 21, 2020 Meeting to Solicit Comments on Consolidated Plan

Projected Use of Morris County CDBG Consolidated Plan for 2020-2024, 2020 Program Year Funds Prior Year Substantial Amendment

In accordance with the Federal regulations at 24 CFR, Part 91, notice is hereby given that Morris County will hold a public meeting on May 21, 2020, at 5:30 p.m. to solicit comments on the Consolidated Plan for Community Planning and Development Programs 2020-2024 and the Action Plan for FY 2020.  The hearing will be held as a call in.

The preparation of a Consolidated Plan and Annual Plan is a requirement for direct assistance under certain HUD funding programs including the Community Development Block Grant Program, HOME Program and Emergency Solutions Grant Program. On an annual basis, the County shall describe its action plan for achieving the goals set forth in the Consolidated Plan.

The public is cordially invited to attend and participate. The building is fully accessible to the handicapped. If an interpreter or other assistance is needed, please contact the Community Development Office one-week prior to the meeting date.

Copies of the Five Year Plan and the FY 2020 Annual Plan are available for public inspection and review from April 30, 2020 to June 1, 2020 at the Community Development Office, 1 Medical Drive, Morris Plains, NJ 07950 and posted on the County’s website.

The Plan will be provided in alternative formats for persons with special needs and limited English proficiency. The Consolidated Plan provides the goals and objectives that the County hopes to accomplish using the CDBG, HOME and ESG funds over the next five years. The 2020 Annual Plan specifies available resources to meet the identified needs.  The financial resources the County expects to receive is an entitlement grant of $1,979,023 and anticipates program income of $100,000 for the Community Development Block Grant Program; $819,069 for the HOME Program; and $170,311 for the Emergency Solutions Grant Program for the FY 2020 program year which will run July 1, 2020 through June 20, 2021.     There are also CDBG funds from prior years that the County will reprogram. Several activities were canceled: FY 2018 – Boonton due to a change in Census data and FY 2019  Victory Gardens – due to insufficient matching resources and Impact Community Development $99,550 due to impending sale of property.  Remaining funds from several projects and Administration bring the total available to $443,789.45.

Community Development Block Grant Program

A total of 28 activities were considered for funding as part of the 2020 CDBG Program in Morris County. The following activities were determined by the Community Development Revenue Sharing (CDRS) Advisory Committee to meet overall county needs and local and national objectives. Of the total available funds (exclusive of program administration), 100 percent will be used for activities that benefit low/moderate income persons.  The activities by name, location and funding level are as follows:

The entitlement amount of 2019 HOME Investment Partnerships program (HOME) funds for the Morris County Consortium is $819,069.   There were 2 requests for activities totaling $775,807. Both were recommended for funding by the Community Development Revenue Sharing (CDRS) Advisory Committee.  The proposed activities by name, location and funding level are described as follows:

Emergency Solutions Grant 2020 Program Year Funds

The entitlement amount of 2020 Emergency Solutions Grant program (ESG) funds for the Morris County Consortium is $170,311.  A total of 5 activities were considered for funding as part of the 2020 ESG Program.  Application requests equaled $160,000.  The following activities were determined by the Human Services Advisory Committee (HSAC) to meet overall county needs and local and national objectives.  Of the funding received, 56% will go to Shelter and the remainder to Rapid Re-housing and Homeless Prevention. The proposed activities by name, location and funding level may be described as follow:

Displacement Policy

The County of Morris has established a policy on Displacement and Benefits.  This policy applies to all involuntary, permanent displacement resulting from CDBG activities.  As a policy, the County will minimize displacement by limiting activities to those that do not require displacement.  If displacement is required, the County will comply with the Uniform Relocation Act (URA).  If the URA is not applicable, the County will provide reasonable benefits including prompt notification of possible relocation, referral assistance and advice and counseling if needed.


March 4, 2020 CDRS Meeting

Notice is hereby given that the County of Morris, Division of Community & Behavioral Health Services, Office of Community Development, will hold a meeting on Wednesday, March 4, 2020 at 11:30  am.  The purpose of this meeting will be for the Regional Coordinators of the Community Development Revenue Sharing Advisory Committee (CDRS) to review funding recommendations made by the CDRS subcommittees for the 2019 Community Development Block Grant, HOME Investment Partnerships and Emergency Solutions Grant programs.  The Regional Coordinators will review and recommend funding levels for activities to be considered by the full CDRS.  Other grant-related funding issues may also be addressed. This meeting is open to the public, which may comment during the open portion of the meeting. This meeting will be held in Conference Room 81, at the Morris County Non-Profit Mall, 1 Medical Drive, Morris Plains, New Jersey.  For further information, please call 973-285-6060.

The purpose of the meetings are to:

  1. Receive input on the needs of the County that can be addressed with CDBG, HOME and ESG funds.
  2. Review past performance of theCDBG, HOME and ESG programs.
  3. Discuss the application process for CDBG, HOME and ESG activities.

Public Notice – Substantial Amendment for FY 2019 HOME Program

Please be advised that the Department of Human Services, Division of Community & Behavioral Health Services, Office of Community Development will conduct an Public Hearing on October 3, 2019 at 5:30 PM followed by a full Community Development Revenue Sharing Committee Meeting at 6 PM  in the Morris County Non-Profit Mall, 1 Medical Drive, Morris Plains, New Jersey 07950. Comments and/or questions will be entertained at this meeting.

The public is cordially invited to attend and participate. The building is fully accessible to the handicapped. If an interpreter or other assistance is needed, please contact the Community Development Office one-week prior to the meeting date at (973) 285-6060  (TDD: 7-1-1 NJ Relay Center).

The public is invited to comment on the reallocation of HOME funds for FY 2019.  Habitat for Humanity has requested that the FY 2019 funds be moved from Parsippany to a new project in Roxbury Township be funded.  The new project will create a six-plex of homes to be sold to households under 80% of the median family income for the County. The CDRS Committee will take formal action on this amendment and may take additional formal action as needed.

HOME Funding Presentation on November 27

We will conduct presentations for the 2nd Round of HOME funding due to an increase in Program Year 2018 HOME funds and available HOME funds from prior years in the amount of $542,032.00 on November 27, 2018 between 10 and 12 pm in Conference Room 81 located in the Morris County Non-Profit Mall, 1 Medical Drive, Suite 100, Morris Plains, New Jersey.  The application process closed on October 31, 2018 per Legal Notice published in the Daily Record on Monday, October 1, 2018.

Formal voting by members of the Housing Subcommittee of the Community Development Revenue Sharing Advisory Committee (CDRS) will occur in order to rank the applications that will be presented during this meeting.

Orientation Meetings/Public Hearing & CDRS on November 20

Please note: Originally scheduled for November 15. Has been moved to November 20.

Please be advised that the Department of Human Services, Division of Community & Behavioral Health Services, Office of Community Development will conduct a mandatory day and evening Orientation Meetings/Public Hearing for potential applications applying for the 2019 grant cycle on Tuesday, November 20, 2018. Both orientation meetings will be conducted in Room 81, 1 Medical Drive, Suite 100, Morris Plains, New Jersey 07950. The location is fully accessible to persons with disabilities.

It is imperative that each potential application attend a session relative to application submission due to new regulations promulgated by the Department of Housing and Urban Development (HUD) which resulted in revisions to the previous applications. Technical assistance will be provided to all applicants.

A draft of the County of Morris Consolidated Annual Performance Evaluation Report (CAPER) for the period July 1, 2017 through June 30, 2018 is now available for public inspection.  This report covers the Community Development Block Grant, HOME Investment Partnerships and Emergency Solutions Grant Program activities administered by the County. This report contains information including: 1) Summary of the resources and accomplishments, 2) Status of actions taken during the year to implement the goals outlined in the Consolidated Plan, and 3) evaluation of the progress made during the year in addressing identified priority needs and objectives.

Public Hearing/CDRS Meeting on June 28

Please be advised that there will be a Public Hearing/CDRS Meeting on Thursday, June 28, 2018 at 5:30 PM.   This meeting is required in order to fulfill HUD requirements regarding our 2018 Annual Action Plan as well as ascertaining information to prepare the Morris County Community Development Five Year Consolidated Plan.  Comments and/or questions will be entertained at this meeting.

The meeting will be held at the Morris County Non-Profit Mall, 1 Medical Drive, Morris Plains, NJ 07950 in Conference Room 82.   Parking will be available on the right end of the building in order to access Conference Room 82 directly.

CDRS Meeting on May 14

Notice is hereby given that the County of Morris Department of Human Services, Division of Community Development & Behavioral Health Services, Office of Community Development, will hold a meeting on Monday, May 14, 2018, at 10:00 am.

The purpose of this meeting will be for the Regional Coordinators of the Community Development Revenue Sharing Advisory Committee (CDRS) to review funding recommendations made by the CDRS subcommittees for the 2018 Community Development Block Grant, HOME Investment Partnerships and Emergency Solutions Grant programs. The Regional Coordinators will finalize funding levels for activities and make recommendations to be considered by the full CDRS.

This meeting is open to the public, which may comment during the open portion of the meeting.

The daytime Orientation Meeting will be conducted in the Knox Room, 5th Floor, Administration and Records Building program specific:

  • HOME Investment Partnerships Program (HOME) – Time – 10:30 AM
  • Emergency Solutions Grant Program (ESG) – Time – 11:00 AM

The evening Orientation Meeting will be conducted in the Freeholders Public Meeting Room, 5th Floor, Administration & Records Building program specific:
