Community-Based Funding: Social Services for the Homeless (SSH)

Separate SEALED Applications will be received by the Morris County Department of Human Services by Tuesday, September 15, 2020 at 2:00PM, Eastern Standard Time in the Morris County Department of Human Services, Morris Plains, New Jersey for the respective projects as follows:

APPLICATIONS FOR 2021 COMMUNITY BASED FUNDING

The Morris County Board of Chosen Freeholders is announcing the availability of Year 2021 funding.  The following services are being requested:

  • Social Services for the Homeless (SSH) – funding for short-term assistance for individuals and families at-risk of homelessness. Request for preventions services such as back rent, utility payments, motel placements, and security deposits.

Applications must be enclosed in a sealed envelope bearing the name and address of the Service Provider/Respondents, with “Application 2021” clearly marked on the outermost packaging, addressed to the attention of Anna Marie Hess, Morris County Department of Human Services.  Applications may be delivered by mail, in-person, or by FedEx delivery.  Delivery will be contactless and a drop box will be present at the location.  Below are the addresses that must be used:

No applications shall be accepted after the designated time, and Morris County will not assume responsibility for applications forwarded by mail or delivery service, nor any other conveyance.

Providers/Respondents are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.  Application openings will take place on Tuesday, September 15, 2020 at 2:15PM at 1 Medical Drive in Morris Plains, NJ 07950 in conference room 81.  It is NOT MANDATORY to attend the application opening.

In accordance with the Governor’s Executive Orders regarding Covid-19, the County of Morris requests that the public maintain SOCIAL DISTANCING.   Accordingly, we ask that Respondents may wish to consider not attending the Application Openings in person.   We do note that if Providers/Respondents choose to attend, face coverings are required.   If they show any signs of illness, they will not be permitted access to the building.

Award of contracts by the Board of Chosen Freeholders will be made no later than December 31, 2020.

Anticipated 2021 Funding

Please be advised that funding applications are available through the Morris County Department of Human Services.

Anticipated 2021 funding is intended for the provision of services identified within Morris County planning documents. All funding is subject to budget availability and at the discretion of the Board of Chosen Freeholders.

A Request for Funding Application (RFA) must be submitted to be considered for 2021 funding for the following:

  • Child Abuse Prevention (CAP) – County funding to support Child Abuse Prevention Programs.
  • Social Services for the Homeless (SSH) – State funding for short-term assistance for individuals and families at-risk of homelessness.
  • Grant-in-Aid – County funding for the areas of mental health, addictions, aging, veterans, disabilities, youth services and general human services.
  • Chapter 51 – State funding for substance use for education and prevention, treatment, recovery, recovery supports, and detox services.
  • Juvenile Justice Funding (State Community Partnership, Family Court, Core Services) – State funding for community-based services for at-risk juveniles or to prevent juvenile delinquency.
  • Navigating Hope – County funding for care management for operations and staffing for a mobile outreach service

The RFA application package for the above funding sources is now available.  The package contains detailed information regarding the application process, including funding priority summaries, and instructions for completing the RFA.

All agencies must submit one (1) signed original and one (1) copy of the completed application and any supporting documentation.

Application Due Date: Applications are due by Wednesday, August 12 at 2:00pm.

**Applications must be received by 2:00 p.m. on the due date. No exceptions. Late applications will be returned unopened**

Please be reminded:

  • All funding is subject to budget availability and at the discretion of the Board of Chosen Freeholders.
  • This public funding may only be billed for a specific unit of service when there is no third party insurance, Medicare, Medicaid or any other type of reimbursement, in whole or in part, for that service unit.
